a. Powers.
Huaneng Yingkou Power Plant has 1.84 billion volt capacities. In 2010, the capacity will reach 3.04 billion walt.
● By the end of 2007, another 220KV (4x240000 KW) transformer station and six 66KV transformer stations will have been built in the first phase of construction in the Base. One 220 KV transformer station will be volume-increased and technically renovated.
● In 2008, the Industrial Base will construct 4x60 billion volt heating & power units.
● The existing power supply can meet the power need of new enterprises in the base.
b. Transportation
● There are two railways in Yingkou whose classification capacity is now over 50 million tons and will be 100 million tons by the end of 2007.
● Harbin-Dalian electric express railway, which goes through the whole region of Yingkou, is to be constructed.
● It’s 20 km away from Changchun-Dalian railway to the Base.
● Two express railways and two national high ways which pass through Yingkou are 2150 km long.
● The south end of the Base is close to Shenyang-Dalian express way and the north is 15 km away from the joining road to Beijing-Shenyang express way.
● In the Base, there is one main road directly leads to Bayuquan port.
● Eight vertical and eight horizontal roads are being constructed in the Base.
c. Land Condition
● In the base, there are large area of even land, which can guarantee the investors with broad development space, especially the large projects.
● Yingkou Coastal Industrial Base can issue Land-using Permit independently.
● The price of land is competitive.
d. Liaoning (Yingkou) Coastal Industrial Base is closely adjacent to Yingkou downtown, where various of resources such as foundations, services and social facilities can be provided to the Base directly.
e. Water Resource Condition
● There are two medium and large sized reservoirs in this region.
● In the present, the 0.2 million cubic meters of surplus water per day, as well as the 0.6 million cubic meter water will be supplied in a day by 2006.
● The existing water supply capacity can meet the need of industrial and civil uses.
f. Industry attracting condition
● Yingkou now has developed an industrial system guided by metallurgy, petrochemical, equipment manufacturing and light textile industry.
● So far, more than 1000 enterprises from over 40 countries and regions set up plants and develop business in Yingkou
● A 10-million-ton steel project of Anshan Steel Group Corporation is under construction.
● China Minmentals Corporation is programming and constructing a 2 million-ton steel plate project.
● China Container (group) Corp. is now building a special vehicle factory with annual production capacity of 20 thousand.
● China Ocean Petroleum Co. plans to construct a large-scale integrated base of oil refining and chemicals and as well LNG, petrol, processed oil and storage & transportation.
g. Communication Conditions
A city telephone-program-control-system of 50,000 telephone volume is to be built in the Base and, at the same time, digital transmission, mobile communication and broadcast & TV facilities are to be built.
